How to create a banner that meets Google’s banner requirements (New Version)

Overview

Google requires stores that use Google Ads or Google Analytics with European audiences to collect consent through a certified Consent Management Platform (CMP) that supports Google Consent Mode v2. Pandectes is a certified Google CMP and supports this out of the box.


To satisfy Google's requirements, your banner must:


  1. Present visitors with granular consent choices — specifically the ability to accept or decline cookies by category.
  2. Include a visible link to Google's Privacy & Terms page.
  3. Display a message that explains why consent is being collected.


All three of these are configured in the new banner through two pages: Layout and Content.


Google's requirements mandate that visitors are presented with granular category controls, not just a simple accept/decline choice. This means you need to enable a dialog that includes a Preferences panel.

  1. Go to Settings → Banner.
  2. Select the Layout tab.
  3. Under Consent dialogs, choose one of the following:


This is the most common setup. Visitors first see a compact Cookie notice with Accept and Decline buttons. A Preferences button is also available, allowing visitors to open a detailed panel where they can accept or decline cookies by category. This two-step flow satisfies Google's requirement for granular controls while keeping the initial banner clean and unobtrusive.

Option B — Preferences only

The full Preferences panel is shown immediately on the first visit, with no separate cookie notice step. Visitors must interact with the category controls directly. This is a valid choice for stores that prefer a more transparent, granular-first approach.

Both options expose the per-category consent controls that Google requires. Cookie notice only is not sufficient on its own for Google compliance.


Google requires that the banner includes a link to Google's Privacy & Terms page, so visitors can learn how Google uses their data. This is configured on the Content tab.

  1. Stay on Settings → Banner and select the Content tab.
  2. Scroll to the Links section.
  3. Enable the Google partners page checkbox.
  4. The field will pre-fill with Google's standard Privacy Terms URL. Leave this as-is unless you have a specific reason to change it.

This link will appear inside the consent dialog as required by Google.


Step 3 — Review the banner message (Content tab)

While still on the Content tab, review the message shown in the Cookie notice section (or the Preferences section if you chose Preferences only). Google expects the banner to clearly explain that data is being collected and why.


The default message provided by Pandectes is compliant, but you can customise it to better reflect your store's language and tone. Make sure you have included at the end this message about Google:

The collection, sharing, and use of personal data can be used for personalization of ads.
